UT Austin & NTNU Launch New Bilingual Education Training Program
The University of Texas at Austin has maintained close Taiwan-Texas international education cooperation ties with Taiwan for a long time. In 2009, it collaborated with Taiwan’s Ministry of Education to establish its Taiwan Studies program, called the “Taiwan Program”. This was one of the first in the country.

2024 4th Distinguished Taiwan Alumni Award
To recognize the outstanding achievements of foreign individuals who studied in Taiwan and to encourage current international students in Taiwan to learn from their examples, the Ministry of Education conducted the biennial Distinguished Taiwan Alumni Award selection this year (2024). This year marks the 4th edition of the award, selecting 11 Taiwan alumni for the honor. Taiwan welcomed back this year's awardees to an in-person celebration after the previous two events were canceled due to the pandemic.
This year’s 11 awardees come from various professional fields, including academia, business, politics, and media. Among them is Aning Ayucitra, an alumna of National Taiwan University of Science and Technology and currently the Vice President of Widya Mandala Catholic University in Surabaya, Indonesia. She actively collaborated with her alma mater to establish the Taiwan-Indonesia Innovation and Circular Center and promote the Mobile Engineers Program, which connects faculty members and students from both institutions to improve the living conditions of rural areas in Indonesia. Euis Nurul Hidayah, Vice President of the National University of Technology in East Java, Indonesia, is known for her internationally recognized research achievements. She has applied the knowledge gained at National Cheng Kung University in teaching and research efforts in Indonesia’s environmental protection field. Gilroy Hughdonald Middleton, an alumnus of National Chengchi University and now an assistant professor in the Faculty of Management and Social Sciences in Belize, has actively promoted Taiwan’s scholarship programs through the Belize Taiwan Alumni Association, enhancing bilateral relations between Taiwan and Belize.
From Malaysia, Ng Kim Poh studied at the Overseas Chinese Preparatory School of National Taiwan Normal University before attending National Chengchi University. He started his business in Taiwan from scratch and is now serving as the chairman. In gratitude for the support he received during his studies, Ng is committed to giving back to the Taiwanese society and supporting the underprivileged. Another Malaysian, Peng Choong Leng, founder and president of a wood material company and a graduate of Chung Yuan Christian University, has been serving as an advisor to the Federation of Alumni Associations of Taiwan Universities in Malaysia. He is passionate about Taiwan-Malaysia student exchanges and emphasizes industry-academia collaboration to boost the industrial synergy between the two countries. Tang Yong Chew, a Taipei Medical University alumnus from Malaysia, has received the prestigious Datuk title and been appointed a member of the Order of Kinabalu, Sabah’s highest honor. While achieving great business success, he collaborates with multiple Taiwanese universities to provide internship opportunities and scholarships, promoting bilateral educational exchange between Taiwan and Malaysia.
From Saint Kitts and Nevis, Donya L. Francis, a Taipei Medical University alumnus, has been serving as ambassador to Taiwan since November 2022, fostering exchanges between Taiwan and its diplomatic allies. Fernando Luis Ramirez Gonzalez, who graduated from National Taiwan University, entered politics after returning to his home country and is now the Mayor of Villarrica, Paraguay. Lee Chin Chen, a Malaysian alumnus of National Taiwan University, was elected Deputy Speaker of the Pahang State Assembly in 2022, becoming the first ethnic Chinese to hold this position in the state’s history. Miguel Flemming, Deputy Secretary of the Ministry of Agriculture, Marine Resources, and Cooperatives in Saint Kitts and Nevis, is a graduate of National Pingtung University of Science and Technology. He has achieved outstanding results in research on aquatic animal disease treatment and engaged in extensive cooperation with Taiwan in agriculture and fisheries. Uğur Rıfat Karlova, a Turkish national, has lived in Taiwan for over a decade. He won Taiwan’s Golden Bell Award for Best Travel Program Host in 2012 and has obtained Taiwanese citizenship. He actively promotes exchanges between Taiwan and Turkey.
The highlight of distinguished Taiwan alumni’s visit this year was the Distinguished Taiwan Alumni Award Ceremony. During his acceptance speech, Ng Kim Poh, who has been living in Taiwan for 56 years since arriving as a student, expressed deep gratitude for the recognition and pledged to continue giving back to the society that enabled his success. During their visits to their alma maters, alumni gave lectures sharing their educational and professional experiences. Among them, Gilroy Middleton returned to National Chengchi University for the first time in 20 years and was reunited with a mentor who had provided significant support during his studies in Taiwan. The two embraced, overwhelmed by emotion as they reminisced. Euis Nurul Hidayah revisited National Cheng Kung University, encouraging students to seize opportunities, utilize school resources, and strive for excellence. To help alumni who have not returned to Taiwan for years revisit the island’s scenery, cuisine, and culture, the Ministry of Education also organized cultural visits and tours to Neihu Science Park, showcasing Taiwan’s rich culture and technological advancements.
Distinguished Taiwan alumni are the best ambassadors for Taiwan’s high-quality higher education on the international stage. Through recognizing alumni who excel in various fields and contribute to society, the Ministry of Education hopes that more outstanding foreign students will maintain friendly interactions with Taiwan after returning home. These alumni can serve as Taiwan’s most reliable bridges for international exchange and cooperation.
